Mr. Md. Anwarul Islam Sikder ndc, Secretary to the Government has joined BCS Administration Academy as Rector on 23rd May 2017. He is a member of BCS (Administration) Cadre 1984 batch. He started his career as an Assistant Commissioner and Magistrate. He worked as Upazila Finance Officer, Upazila Magistrate, Upazila Nirbahi Officer and Additional Deputy Commissioner. He also has the experience of working as Senior Assistant Secretary (SAS), ERD; SAS, Ministry of Labor and Employment; Project Director, Grameen Women Employment Project;  Director, BCS Administration Academy; Director, IMED; Member, RAJUK; Administrator, Dhaka North City Corporation; Chairman, BADC; MDS, BPATC; Chairman, SREDA; Chairman, BEPRC etc.

 

Mr. Sikder was born in 1959 in an elite Muslim family of Daudkandi Upazila under Comilla district. He obtained both Bachelor and Master degree in Agricultural Economics from Bangladesh Agicultural University. Later on he completed Master in Business Administration from University of Ljubljana, Slovenia under commonwealth scholarship.

 

Mr. Sikder has undergone around 30 local and 10 overseas training. He is a Scout and loves Scouting. He served as Deputy National Commissioner of Bangladesh Scouts. He is a Leader Trainer (LT) of Bangladesh Scouts and currently working as National COmmissioner Bangladesh Scouts and also National Coordinator, Ticket to Life, Bangladesh Scouts. Besides, he is associated with many social and community development organizations such as Life Member of Bangla Academy; Member, Asiatic Society of Bangladesh; Member of Bangladesh Agricultural Economist Association; Member of Bangladesh Society for Training and Development; Member of Bangladesh Human Development Centre; Member of KOICA; member of Officer's Club, Dhaka; Founder, Nazirpur Public Library; Founder of Dhaka North City Corporation Library and Founder of RAJUK Library etc.

 

Areas of interest of Mr. Sikder include Child Rights, Gender and Development, Public Procurement etc. He has seven published books and has more than 20 research articles published in different local and international journals. He visited almost 30 countries for official and personal purpose.
